The Director, Capital Project & Portfolio Management manages and oversees the Capital Investment portfolio at Fremont, which includes complex projects, contracts and asset groups involving the planning, design, reconfiguration, construction and qualification of company buildings, structures and equipment. Coordinates with site leadership and our global One BioPharma Engineering &Technology function to plan for and to ensure the successful execution of the capital program and prioritized project portfolio. In collaboration with key project owners and stakeholders defines individual project scopes, forms technical teams, develops execution strategy, contracting strategies, master schedules and spending schedules.

Manages plan/design review process including equipment evaluation, tests and approvals. Determines contractor evaluation criteria and has ultimate authority for the selection process and accountability for final results and outcome. Develops and manages multiple large contracts or hires and directs technical staff to perform required services. Develops and continually improves business process for cost efficient Capital project execution and controlling.

Duties & Responsibilities:

  • Sets the vision and establishes priorities for the Capital Project and Portfolio Mgmt function in alignment with the strategic direction and focus for a) BioPharma and b) the Fremont site, adjusting vision and priorities as necessary / in accordance with shifting business needs.

  • Accountable for effectively leading, driving and managing change for the functional area in a rapidly growing, highly dynamic environment.

  • Advanced technical oversight : Mobilizes appropriate internal and external resources to provide technical solutions to complex problems that require the use of ingenuity and creativity.

  • Applies advanced technical knowledge to advise project teams and senior management with respect to planning, design and project resolution.

  • Management oversight : Ultimately responsible for the economic and reliable delivery of significant, multiple complex investment programs, engineering projects and site services.

  • Ensures deliverables meet internal standards, budget and schedule. Frequent review of progress vs. schedule vs. cost with appropriate teams. Communicates updates to the relevant steering committee at predefined milestones and at defined intervals.

  • Applies extensive project management skills and concepts. Determine and pursue courses of action necessary to obtain desired results.

  • Cross-functional team leadership : Prepares and conducts project team meetings including issuing of agenda and action items. Prepares management decisions together with the team and brings about these decisions in a timely manner.

  • Provides guidance to team members or subordinates based on organizational goals and company policy. Establishes operating policies and procedures that affect capital projects.

  • Oversight of contracting strategies and vendor selection: Sets up logistics system, including RFQ’s, bid selection materials management, invoice approval.

  • Reviews and approves cost estimates, sets up check and balance system.

  • Integrates construction team into planning and design review.

  • Content owner of state-of-the-art business process for Capital planning and monitoring, project execution and controlling. Development, continuous improvement, roll-out and training of processes to senior project managers, project engineers and multidisciplinary teams.

  • Responsible for the creation and implementation of Fremont Capital Project & Portfolio Mgmt SOPs that are clearly aligned to global E&T processes and procedures

  • Department Leadership : Coaches, mentors, manages and leads Fremont Capital Project & Portfolio Management function, building capability of team through both individual training and team development.

  • Ensures that the right skills and capabilities of people in the function are developed to enable the organization to be flexible/adapt to the dynamic business conditions. Ensures staff are sufficiently trained to perform their job responsibilities, SOPs, cGMP and EHS accountabilities. Develops an organizational structure that will adequately manage the function's responsibilities.

  • Develops and supports an empowered, high performing project management organization with accountability for Talent Acquisition, Talent Management, Engagement, Training, Safety, and Career Development. Accountable for effectively leading, driving and managing change for the functional area in a rapidly growing, highly dynamic environment.

  • Ensures Staff compliance with BIFI quality, compliance, safety, GMP, and regulatory standards at all times. Ensure that training and other personal development programs are in place for succession planning and the development of subordinates.Ensure that performance opportunities are pro-actively managed through the Performance Management system.


  • Master’s degree from an accredited institution in Engineering and/or Project Management required

  • Additional degree (MBA, PhD) from an accredited institution beneficial

  • Minimum of twelve (12) years related experience required, of which tem (10) years’ experience in bio-pharmaceutical project management and project engineering required.

  • Minimum of ten (10) years of experience managing/directing people required.

  • Management experience to include achieving results and managing others to achieve corporate, site, and departmental objectives.

  • Experience leading teams to maintain adherence to a demanding schedules, working with cross-functional teams, such as Quality, Process Science, Manufacturing.

  • Minimum of four (4) years of international exposure in daily business (>50% of international business/customers/staff) required.

  • Must be organized and capable of coordinating and managing multiple concurrent project teams, internal and external service providers and interdisciplinary teams.

  • Must have excellent oral and written communication skills, and experience in contracting strategies for small to large scale Capital investment portfolios.

  • Must have deep understanding of project and facilities management economics, project controls methodologies, and applicable accounting requirements.

  • Must have well-developed interpersonal skills with the ability to build trustful relationships and establish highly functional relationships with diverse personalities both within and outside the company.

  • Due to global interactions with headquarters, ability to communicate in German is beneficial.

  • Intermediate MS Outlook, Work and Excel skills.

  • Intermediate MS Project software skills.

  • Strong expertise in project and facilities operations economics, project controls methodologies, and applicable accounting requirements.

  • Strong expertise in contracting strategies for small to large scale Capital investment portfolios.

  • Highly regulated (FDA, DEA, EMEA, and EPA). Significant technical/operational risk due to increasing legal and regulatory complexity.

  • The combination of intense regulation (i.e. pharmaceutical production, controlled substances, environmental and safety, etc.), overall risk of operations, and a dynamic process driven production environment results; in a complex business/operational model with multiple competing factors needing to be balanced.

  • Coordination and communication between multiple departments, including

  • Manufacturing, Process Science, Quality and Maintenance.

  • Work is primarily directed at the site; however, may interact with colleagues at other USA and worldwide sites

  • Decisions directly affect the supply of clinical and commercial products and therefore have an impact to the overall success of the organization

  • Effectiveness of Engineering function assures no interruption of product supply
